Commentary: The Vacant Fourth

Sunday's Times-Dispatch contains an editorial taking the Bush administration to task for not acting to fill the 1/3 vacant Fourth Circuit Court of Appeals. Soon five of the fifteen seats will be vacant, though there continues to be numerous qualified candidates for the judgeships. Among the names the Times-Dispatch mentions as worthy of a seat on the Fourth Circuit are Virginia Supreme Court Justice and UR Law's John Marshall Professor of Judicial Studies Donald Lemons, as well as Virginia's Chief Justice and UR Law adjunct professor Leroy Hassell.

District Judge Walter Kelley EDVA-Norfolk division, and UR Law's own Prof. John Douglass, are also mentioned as possible candidates for one of Virginia's open seat on the CA4.
